When you issue T-bills, you have to keep in mind the market for those bills.

When some small country like Argentina issues 100-year bonds, it's a drop in a lake. If the US did it, it would be like a 100-year rain.

You can't issue T-bills unless you have a market ready to absorb them. The markets are more the determinants of the duration length than the Treasury itself.
