Good point, and I liked learning that it's the peak load periods at call centers that makes the product an attractive solution for them. While ISDN-based connectivity devices are great it's not a very cost-effective practice to fully install and configure remote ISDN equipment for only a few months a year or even for the people who agree to chip in a few extra hours on the occasional busy weekends.

At first one might think that multiple dial-tone lines would serve the same purpose but the complicated routing and call accounting systems these places use rely on the PBX, therefore a unified system which only involves a single drop-in EISA or PCMCIA card and a worker's often only single existing dial-tone line becomes very attractive.
