Mike,

From my memory, President Bush did not have a clear Congressional mandate to go into Iraq. It seems there was considerable Congressional debate. At the time of Congressional debate, it seemed clear also that we were going to go to the Gulf, Congress notwithstanding. It seems Congress deferred to President Bush, mostly to present a united front. Of course, this is open to conjecture.
