Well, Vogel expects an "additional" 10% to come from the FCC. So unlike some, WCII doesn't need to chase spectrum.

[Q??: do either these 17 total licenses which represent 33 channels or the 11 FCC "free" licenses which represent 29 channels, add 10% to WCII's existing licenses or channels??]
