Trump may have inadvertently snookered the democrats into getting behind a MASSIVE tax cut for anyone with a good accountant when you consider the payroll tax savings. One big reason to require "low paid workers" to report their tips is so they get a higher Social Security check when they eventually retire. The lower paid workers get far more benefit from the Payroll Tax than well paid workers that pay at the max but make no more than the cutoff rate.
