Kirk, I also don;t think one can rule out that the DOJ is threatening Google to extract a little more money (or other considerations) from the company. I remember reading back in the 1990s that Microsoft wasn't spending enough money lobbying in DC and the antitrust suit was to teach Gates (and probably other tech entrepreneurs) that DC needs their cut of profits.

Threatening a Google breakup is sure to generate major lobbying fees. Or am I just being too cynical?
