The indolence to bring production to promised levels, lack of understanding local conditions to do business, resulting in stagnancy and failure to meet the commitments, would be another explanation.
In capitalism those who not perform are being replaced by those who do. The time is most important factor in "catching up" economies. The mistakes are being made by both sides of the fence, as the knowledge about newcomers is limited and concepts are mainly in someone's head how things should work out.
The result of this math or not doing math by one side are obvious. Should K government investigate more the candidates or candidates should know more about the play to eliminate the problem?
I don't think that is the K's agenda. You offer yourself they you do the work and you don't you usually get fired. You don't take course to fix your car. If someone tells you that electricity was down in the shop and he could not get around to fix it,what you think of that?
If your car stays broken, you change the shop. Now production at the loss? Contracts obligates all sides not just one. Those companies did not build those mines, did not hire people, did not prosper for years and sudden drop in prices and other factors made them to scale down. This was a management contract of state owned plants which were suppose to become profitable, employing locals and paying tengs to gov.
Pure capitalism. Simple. They could not managed? They had to go.
Who's fault is it?
