We can't presume to know what is in the minds of Trump's advisors concerning appointments. In my opinion, these advisors are more concerned about loyalty and willingness to bring change than anything else among appointees.

I am sure of one thing, though. This is, deviation from Trump's agenda for these agencies will not be tolerated.

In the meantime, complaining about appointments is a bit like talking into the wind. Trump will listen to advice, but will not tolerate performance which deviates from his judgement. Just as last time, there will be much turnover.

I think Robert F Kennedy Jr would have some input in her nomination or it might have something to do with who her sister and brother-in-law are.
