Yep, Pretty abnormally dry. Only 0.2 inches of rain since October last year in the LA basin so far. Normal precip on average would be almost 5 inches.

For all the surveillance out there, some one should be able to provide all sorts of answers by now. Typically the answers seem to be "the cameras were down for maintenance" type of thing. People are asking questions. The right questions imho. Not saying if he has the story straight, but he is just looking up the facts.
