The problem is pv cells need to be close to perpendicular to incoming solar radiation for maximum power output. Typical tier one pv panels are around 20+ percent efficient converting solar energy to electrical power.

Would I leave my car out in the Sun to bake, not to mention UV damage to the car, especially the "greenhouse" effect in the interior? Baking out the plastics inside the vehicle? For days on end?

Nope

So if I took a "PV painted" Tesla Model 3 going down the road on a very sunny day at noon going 70 mph the energy consumption is around 280 Wh's per mile.

Adding up the surface area of the car that is actually generating power maybe five or six hundred watts, 1 kW tops.

So one kWh per hour. Maybe 1.5 if your lucky!

You can see where this is going.

Peanuts

Roughly 3 miles of range generated per hour....

Not for painted cells!
