I doubt it is the fentanyl as much as the illegal immigration. War on Drugs has never worked. If I wear my "OK, kick me out of California" hat... holding drug addicts accountable with get sober or die in prison then work while living in a tiny apartment to stay clean and out of jail just like they do in Singapore is effective. Back when I visited, it was so clean they had people in parks everywhere picking up trash, raking leaves, etc. I figured those where the people who were told to work or go to jail. They even had a guy in the airport restroom who made sure I washed my hands after urinating.
