Yes, they are. Trials can be stopped by multiple entities depending on circumstances. More frequently, patients can simply choose to drop out.

But there are at least a dozen different reasons for trials to cancel while in progress. The sponsors of a trial can just say, "We're done, we don't think it is going anywhere". Or, a premature finding that it cannot become statistically significant would cause a termination. Financial difficulties or finding that production would not be profitable. Or, a determination that the protocol doesn't work or any of many other exigencies.


Trials may drag out over extended periods of time and so many people can drop out the trial is discontinued.

Lots of reasons trials are discontinued or cancelled.
