They can appeal. There is no hurry to get everything done extra-judicially. We don’t know what exactly they are doing. Today the White House press secy called all programs that are not liked by Trump as fraudulent. And I bet you believe that - like giving 50m to Gaza for conforms. Tell me if you don’t believe that. Trump has the right to cancel any program because he doesn’t like it - as long as Congress has given him that discretion. He is not allowed to call them fraudulent just because he doesn’t agree with them.
