Sorry folks, forgot about this new expense being tacked onto some ISDN services.
I received this in an update from my ISP, asked my neighbor about it and he said it was likely something the RBOCs are being told to collect and that all of it is likely being sent straight on to some department of the Federal government:

All SWBT ISDN PRI users, including Distance Learning, SelectData, SelectVideo, and SmartTrunk users, should be aware of a new charge called "Interstate Access Charge" which is being applied to all services, including existing contracts, effectve Jan 1, 1998. The charge is $56.66 per span, we are attempting to get additional info on this and why it can be applied to existing contracts (up to a 10% increase in costs in some cases). All large commercial users should check your telephone bills for January. To our knowledge, no information or notice has been given to customers at this point in time concerning this rate increase other than "call the FCC".
