IOW, they were hit with a 37% tariff.
No, it is anticipated that, like China, they will respond by opening negotiations. No one running a trade surplus is off-limits. Perhaps a deal can be struck where Bangladesh buys more American goods, or perhaps some other "offset" will be suggested.

Trump did actually refer to tariffs as "the most beautiful word in the dictionary" because of the value in the bargaining process, not because of revenue generating ability.

This will be hard-bargaining by Trump, no doubt. We are trying to raise a trillion dollars to set the US on a new course of parsimony. Everyone who has benefitted from the increase in our debt over the past 30 years or so probably needs to think about coughing up a little.

I do think the starting point for negotiations was calculated in a reasonable way but there are reasonable alternatives.
