That is not how I read the PR release. Better read it again. The wording is fuzzy but I think it implies that they are part of the way there but not all of the way to meeting the net assets requirement. So I think that there is more dilution in the cards.

One also has to think about why a debt holder would convert to preferred shares and drop down in the pecking order re liquidation rights.

Since stock is being diluted so much and has so low value, one solution is reverse split. The problem is your share number is also shrinking.
