I read that last night and concluded that what you have is Drudge making a parody of Blumenthal's comments about Starr's subpoena for all of his (Blumenthal's) phone records, memos, notes etc. with regard to any conversation Blumenthal has had about Starr or his henchmen with reporters. Oh. You could be right, but it doesn't work. Just looks like a screwed up article. If it's parody he wants, he should perhaps hire some Boinkers. We do it so much better.
