I do think that BB is right that only isps can break the recalcitrance of the bells. The path ahead is complex and those isps that make significant progress will certainly have to be well run companies. At this point they are getting down to the job of figuring out how good a service they provide. A forty percent call failure rate is certainly a glaring weakness. I suspect the job will get tougher when it comes to the data rate measures and the like. I wonder to what extent at some point, pending significant infrastructure improvements, fixes for one measure of performance will hurt other measures.
