Who do you think will compete with TSMC?

I think with TSMC being in Taiwan and the issue with China some day taking the island, perhaps by force, the US government isn't going to let TSMC (in it's current ownership situation) dominate global chip foundry, if it can help it. Forcing TSMC to build fabs in the USA is part of this process. If TSMC objects to being told what to do, the US could easily just suggest to China to take over Taiwan and meanwhile we blow up all the TSMC fabs in exchange for not interfering with the China takeover.

In other words, I don't know!

But we aren't going to let them continue to dominate the foundry space if we can help it.
