Hamas was not in power in Gaza in 2001 when Israel unilaterally destroyed the airport in Gaza and blockaded the sea coast. This ended the projects to make a major resort area with good jobs. Israel destroyed the infrastructure because they didn't want competition with their own red sea resorts and they didn't want the Gazans to have any job prospects other than menial labor in Israel. 5 years later Hamas gained political power in the province.
