That schedule is a recommendation. While it might be required to attend schools and such because you are a danger to the public, it isn't otherwise mandatory.

Which is why the US trails some developing countries as to the national vaccination rates. We have stupid people here. Which is one of the reasons our mortality rate is higher than many developed countries.
