So when Apple needs a better modem than what the can build in house, they can then buy a Mediatek modem which has a cross free license with Q. Then Apples owes no royalties to Qualcomm, under your scenario.

For whatever reason, Qualcomm execs shy away from loudly saying "no matter what modem Apple uses, it still have to pay royalties" in the public forums.

The reason might be that the real investors who know Qualcomm business understand it. its actually the stupid talking heads on screens and ignorant jurnos who are looking for "catch and bait" headlines are the ones that don't understand this. These people will not affect constitutional investors (which hold most of QC stock), but might sway away retail investors...

Also, many investment houses have already baked in QTL license fees till 2027 in their model, hence they don't talk much about it. There is definite worry about how the renewal of license agreement after 2027 will pan out. Their worry is, if Apple is self-sufficient with its own modem, it will have better leverage and might negotiate hard during renewal might bring royalty rates down.
