I have had several opportunities to work for the government and I've always declined because the hiring process and comp package is too cumbersome and not worth it. In trying to make things more "transparent", you ensure that only the below average talent will work for the government. On the whole, the issue is not what the average Joe working for the government makes or doesn't make, even if he is skimming off the top. The biggest thieves in the government do it quite openly and legally. Those are the holes that you should focus on plugging in.
