I think the components in low cost phones can be made with older equipment that is fully depreciated from building what was state-of-the-art a few years ago. If Trump is really going to let companies expense rather than depreciate their US equipment, and the Dems don't filibuster to get the taxes sooner to lower the ACA costs, it could give the US a source of really low cost chips pretty soon.
