As to the emulation with two integers, well in the sense that the exponent and the mantissa can be considered integers, he is right.
Yes, but that's like saying pi can be represented by two "integers": 3 and 14159.

Everything in digital design is represented by bits. The exponent and the mantissa are both bit vectors and make up the two parts of a floating point number, but they should not be considered integers, because an integer is a singular number, not a part of a number.

Anyway, it should be interesting to see how well Tesla's integer-based AI accelerator performs and how much they have to reinvent the wheel. I don't anticipate any increase in efficiency or performance because whether the tensors are represented and operated on using fixed-point or floating-point math, the amount of bit-crunching remains the same.

If they can streamline a large part of the computational pipeline with less precision, more power to them.
