Which probably contributed to him leaving the military, because he wasn't ever going to be promoted any higher.
Above the rank of major, which is the rank that Peacock Pete achieved before leaving, there is a degree of politics that needs to be applied for any promotion to take place.

I don't know if Pete butted heads with his COs, but that doesn't seem too far-fetched. More likely is that he didn't want to assume the "boring" aspects of higher leadership, including paperwork, managing logistics, and enforcing rules of engagement. He just wanted to be a real-life G.I.Joe.

But all of the above is pure speculation. I could be way off, but it seems plausible based on his piss-poor performance as Secretary of War Crimes thus far.
