Wow...I'm quite familiar with the push that started in several states to enforce their own constitutional mandates on educational funding. I'll read more about this one, for sure. That's the most perverted seeming fallout I've seen, although I've not kept up with the issue much since Vermont created a much smaller mess trying to avoid a strict reading of its own constitutional mandate. Kentucky was first, but I've not kept up with what they've done since.
