I'll admit that I asssumed for a moment that Monica may have been telling the truth when she said on the tape that she had a semen-stained dress. I apologise for being so naive as to believe that someone with close ties to the White House may have been telling the truth.

There's been, as far as I can recall, no suggestion that the, um, leak concerning what Monica proudly revealed about the dress came from a "source close to the White House". Remember, this "revelation" was from very early in the game; the White House hadn't yet said much of anything. And I don't remember hearing that they ever had access to the tapes.

Who did? Starr's office, Linda Tripp, Lucianne Goldburg, and Newsweek. My guess is that Newsweek got 'em from Goldburg, and that the semen stuff was leaked either by someone at Newsweek or by Goldburg herself.

And I think we need also to bear in mind that in this case--assuming Monica actually did brag to Tripp about her "souvenir"--Monica is evidently a liar. Where do the lies end and the truth begin?
