Interesting that someone has already written of this concept. I've got so sick of the harsh accusations against Starr, I would be intensely interested in seeing the public's reaction to how the Clintons/Carville/et al would treat the new IC. In fact, since I love exposing liberal hypocrisy (it's so easy to do), I wouldn't mind at all if Starr were fired by Janet Reno. I still believe that the evidence thus far is such that a new IC would need to be appointed, and I would be willing to see how a new IC would do.

One thing we can be sure: James Carville would make sure that any new IC would be no "pahtisan", because the Clinton administration abhors any suggestion of pahtisan viewpoints. It would have to be someone with an extreme sense of fairness and justice, with an interest in finding out the truth (that's what lady liberty is doing when she's holding the scale right, is attempting to divine the truth).
