How? How does California make it impossible to cut the budget? You are missing a lot of steps. Simply saying "a miracle occurs" doesn't cut it.

Inode, That the reality we live with. The West Coast and NE do drag the country down in this way. California pays much more in federal taxes than it receives in federal benefits. Texas is also a "donor" state, but much less so. $68B vs. $276B: Which states contribute the most and least to federal revenue?
