Um, no. The Ukrainian allies aren't at the end of their rope. I know Putin wants to foster that idea, much as he wants to foster the idea that victory is inevitable. But the reality is that Russia is at the end of their rope. Disruptions in payments related to the military, like signing bonuses, is a very bad sign. Stories are that Russia is getting $40 a barrel or less for oil. Which is at or below their cost to produce it.

Putin's hybrid war in Europe is not weakening the EU. Just the opposite, many of the countries are gearing up for a war with Russia. Germany is on a building spree they haven't seen since the 1930s. Ther military has languished in the past few decades because they desperately wanted to do business with Russia, but that has changed. Germany now has troops in Poland, helping them build their defensive structures on their border with Belarus.
