I'm wondering why the proposal to shift from biennial licenses to a
20% tax hasn't become part of the debate in the lege. It seems to me
that until it is, the orientation of the debate is whether the state
would be better off without the games than with the status quo. But
if the prospect of doubled revenues was on the other side of the
equation, well, all this is obvious. So why isn't it being openly
debated? It seems like serious brinkmanship to not start playing the
good cards at this point.
