Because no digital system is perfect, they require sensitivity settings, these can be adjusted to reject more or accept more. I think 2% is avg for a digital machine.

Me personally, mail-in ballots should not be used and certainly not mass mailed. Even if there is no fraud there is always the potential.

Either request an absentee ballot or show on the day to vote. And no collecting ballots after election day, if you can't be bothered to do it on time then too bad.

Ask why in Georgia they had mail-in ballots that were not folded? How does that work. There were election workers that swore affidavits to the effect.

It only takes a few bad actors to cause a lot of issues, for either party.
