True up to a point, but remember: much of the increased spending was for defense. One of the key planks of the platform on which Reagan ran was a promise of more money for defense; he vowed at the same time to lower taxes. This proved to be an unworkable combination. Remember David Stockman's resignation? He wasn't annoyed only at Democrats in Congress; he was equally exasperated with the Reagan administration and with Republican Congressmen.
