Answering caching question (off topic) -- I would think the effect would only be on getting 'timely' banner ad updates.

Also -- a friend of mine recently got Internet cable in the home, and after 24 hours of looking at static material, he turned his system off and on again, and got an updated view of the world.

In other words, on that day he remained online (customary for cable) for 24 hours and did not get (at least some) web site updates. I don't know if it was for the entire web or just some sites.
