I am way outside of my envelope of expertise here, but it seems there is evidence for a genetic component in sociopathy, the extra Y chromosome, etc. But I agree the most important aspect of one's ability put himself in the place of another, empathy, comes from experience of what we know as love and consideration.

Also, I'm no anthropologist, but it seems that societal evolution goes along similar lines: the more advanced the civilization, the more its citizens care for others, even strangers. Primitive people are not always Rousseau's noble savages. Our own American Indians (sorry if that's not PC) greatly enjoyed the torture of captured enemies as a form of entertainment, often prolonging the captives' misery for days. And let's not forget medieval fun like bear baiting. This is a side of humanity I don't care to reflect very long upon.
