That's totally irrelevant to what's happening in 1998. Come on....
A virtual monopoly was broken up to provide competition. AT&T owned the market. Now, there are PLENTY of players in the long distance arena. The FCC is struggling for an excuse to stay in existance.
And, yes, I think rates would be just as low, if not lower if the government gets out of the "regulation business." Think about the cost savings every long distance carrier would have just from reducing their lawyers who have do deal with the idiots at the FCC. Not to mention payments every long distance carrier has to pay to the FCC. Gee, we could even reduce our taxes...imagine that.

Of course, given how liberal you appear to be, you'd love to see our country ruined by increased taxes, continued regulation of businesses which are WAY past the monopoly stages, and liberal programs to help those who WON't (notice I have plenty of compassion for those who can't--I actually sit on boards of several not-for-profit organizations and manage investments for over 20) help themselves.
