Correct as usual.

More an observation than a solution: I believe the greatest number of homeless are substance abusers, present or former, so that's where you start. Considering the great rise in drug use under Clinton, I think his policies should be studied for their abject failure and proceed from there.

The next greatest component are the mentally ill. They should be institutionalized in some way until they are well or chemically balanced by proper use of medication. When that Boggs woman in NY was on medication she seemed ok - the problem, like so many in her situation, was staying on program.

The smallest components of the homeless are those financially homeless and those who choose it a way of life. The former compose a very small group who are homeless for a very short duration since there are safety net programs in place that serve their needs.

I hope you didn't laugh at the latter, the homeless by choice. They do exist and though others may consider them to be nutz, I don't know what a free society can do about them except to enforce whatever vagrancy statutes are still constitutionally permissible.
