I don't know what Level II Nasdaq quotes provide
but I'll take any info I can get at this point.
Problem is, I don't think anyone has any worthwhile
info beyond Pino, Greenlaw, and a few others (e.g.,
their lawyers and whatnot).

As to analyst recommendations: ALWAYS ignore them.
The reports they produce can be very useful as,
they spend full time researching these companies,
have good access to management and other research
resources, and are experienced... they pull out many
insightful facts and viewpoints that I might easily
miss in my own research. But once you've read/reviewed
all that data - form your own opinion and ignore all
that buy/hold/sell recommendation crap.
