The writer you quoted is correct when he said that the U.S. markets have outperformed international markets. However, this may not be true in the future. I believe that the time will come when the Asian and emerging markets will outperform the U.S. market. Additionally, I believe that the overall volatility of ones portfolio can be reduced by placing a small percentage into international equities. For these reasons, I currently have slightly less than 20% of my equity position in the international arena.

A second point I'd like to make is that the writer is way off base if he thinks that the U.S. markets will not be volatile or experience periods of losses. It appears that the writer did not own U.S. equities prior to 1982.
