When I see a post like this I wonder why nobody asks who is doing the work for the 3000 who are on schedule - even if they aren't done yet.
And who is doing the work for the 3000 who have started and are behind schedule.

3000 not starting is not peanuts and that still provides lots of opportunity for Tava.
Also according to Tava it appears that there are addtional substations.

But even so it strikes me that if this post is true 2/3 of the plants have already started and somebody is doing the work for 2/3 of the plants.

Either in house or contracted out.

Who is that?

It doesn't appear to be Tava.

As I've stated before I work for a nuke plant that is 1 of 5 owned by the company. They have started a y2k effort as evidenced by a "millenium site" on the intranet and posters around the plant of a guy with a bag on his head and the caption "Have you inventoried your systems?" What that is supposed to mean I don't know. As far as emmbedded systems go, I haven't seen any evidence of testing these systems yet. They may have engineers attempting to research what we have installed and contacting the vendors, but in alot of cases the vendor doesn't know if he's compliant or not. I work in the instrumentations & controls dept. so I would know if they did. It's hard to tell how serious they are. My feeling that this issue will definitly heat up once the NRC letter comes out. All utilities that own nukes also operate conventional plants so they will be aware of the potential problems. But it always comes down to money and most utilities are facing deregulation. They will and have dragged their feet but I think most realize they have to do something soon.
