That's right, cuz the morons at the universities who get taxpayer's money to do their research end up wasting about half of it for perks and so called administration cost.

though not directly earmarked for research, a past president for Stanford used grant money to redo his house!!

When the government gets involved in giving money away, you can bet that there will be excessive fraud and abuse by those who get the money .

Would like to add my thanks to Robert and Peter for reporting and to Henry for the history.

Wouldn't want anyone to think I spend all day just looking at stock charts (after all, there are commodity charts, bond charts, option charts...).
