I accept that normal operating procedure is pilot->full-scale. But if companies continue to drag their feet on full-scale remediation there won't be the big payoff. You say that "the ten-plant pilot is going to lead on to a massive rollout"; I would feel more confident about that if we could point to other pilots that have led to such rollouts. Have there been any?
