My take:

1) I concur with the posters on this thread that PC demand drives network demand.

2) I think the traditional telcos are going to be EXTREMELY reluctant to go with anything but a proven backbone solution. Ask Pat about ADSL if you need further evidence of this fact. These companies are very conservative, and understand that they can provide nothing less than a guaranteed dial-tone. NN/COMS has that solution.

3) I don't believe an all-IP solution will provide the necessary reliability for at least a decade.
