CVUS did not have to pay anything for their license. Here's the short version... Because CVUS was the innovator of the LMDS technology, the FCC granted them the "Pioneer's Preference " award for the NY license. CVUS has retained the only LMDS operating license in the US. They have been operating the technology for a few years now. If you go to the FCC web site, there is information about the "Pioneers Preference" award. Sorry, no earlier auctions.
