Thanks for your response. As an ex sailor, and a sometime administrator of the Canadian Navy's Auxiliary Fleet, I have looked into the nuts and bolts of the Panama fueling contract, with the facts available. I think it is a money maker and viable operation. They have done their homework on the costs associated with the contract. This gives me confidence that from this seedling, profits will grow.
