Tell me about their bank balances: In the 10K Actrade records $7,352,465.00 as total cash. Under footnote #9 - Financial instruments with off-balance-sheet risk, they record an UNINSURED bank balance of $7,111,939.00 on the Grand Cayman Island.

Please explain why ALL of their CASH is off-shore and UNINSURED.
