I had written a few hundred words or so in response and realized that it wasn't going to be short and really said little. Basically, there are no simple answers.

The factors of each specific instance determine the decision. I can say this, however. Since the OS market is mature (products meet consumers needs), once an application is in the market and matured, there is little need to upgrade the OS by itself (except to fix bugs), whether it be off-the-shelf or home grown. The same goes for the application...if it ain't broke, don't fix it.

Everything else depends on too many factors to discuss in a few words here.
