"I would say all of them are up," said one trader. Spain's Telefonica de Espana SA saw its American Depositary Receipts (ADRs) climb 5-11/16 at 122-7/16 after announcing a reorganization and an alliance with two U.S. telephone companies. Foreign issues from Asia and Latin America were more sedate. "The region has decoupled in the past week," said one dealer who specializes in Latin America. "Nothing outrageous has happened to prompt people to buy or sell. "(But) I have noticed some rotation: people moving money from sector to sector," he added. Another dealer described the Asian market as directionless, if not a bit bearish, what with the profit-taking witnessed overnight in the local markets. Telefonica has formed strategic alliances with MCI Communications Corp and WorldCom Inc , as well as a separate international deal with Portugal Telecom SA Portugal's ADR was up 2-1/2 at 59-5/8. "They're the strongest," said one dealer of the two European ADRs. Both of them were among the leading percentage gainers on the New York Stock Exchange. "Volume is mild," he said. The dealer said some Chinese ADRs had come under pressure following comments made by the country's foreign minister about his desire to resign from the post. ADRs allow U.S. trade in foreign stock.
