Del from past experience I fear that you are going to try to turn this into a debate. If you do try to make your arguments plausible. There are many issues involved. First the water would not be liquid for long. The timescale is easy to calculate if you give me an estimate of the thickness but certainly insignificant compared to times for life to evolve. Radiation is a problem. No energy source is a problem. No atmosphere is a problem. Extreme temperature changes is a problem. No protection against further impacts is a problem. And on and on. You would have a darn time designing life that could exist in the moon let alone have it arise there spontaneously. There ain't any life on the moon.
